Tile over Tile - Floors & Walls

Just had an interesting conversation with a commercial tile contractor about a tile-over-tile installation in a food store.

Usual issues .... store is in operation and work needs to be done at night. New tile is to be installed over existing tile so cleaning and surface prep is an issue.
